The Swimpure chlorinator does not work

I purchase a Swimpure Salt Chlorinator from Hayword pool products at Leslie pools on January 8, 2009 for about $1,000. I had it installed by Leslie Pools in January on my 40,000 gallon swimming pool. At the time of installation the pool water looked fine according to Leslie the chemistry showed 0 chlorine and phosphates of 150ppb, otherwise pool chemistry was within normal levels. I set the chlorinator on 60% chlorine production as instructed. The chlorinator?s diagnostics indicated it was working and the water looked fine. In April I noticed the water appeared cloudy. On April 23rd I took a water sample to Leslie Pools for testing. The testing indicated no chlorine and a 400 phosphate level all other water chemistry was in line. I was instructed how to lower the phosphate and over the next month worked to lower the phosphates and increase chlorine levels. During the period of April to July I was able to get the phosphates down to 250 ppb but at no time did the chemistry indicate there was any chlorine in the water. In discussing the problem with Swimpure/Hayword I was told that the problem was high phosphates were destroying the chlorine and only when the phosphates were in line would the chlorine level increase. After numerous shock treatments phosphate treatments I was able to lower the phosphates to 150-200. During this time I also took the chlorinator back to Leslie they conformed it was working. Now with the pool chemistry in line I still was not generating any chlorine. I requested an on-site inspection by Hayword and they gave me the name of a locale repair rep. The first week in July the Rep. came to my home washed the cell with Muriatic acid, checked the water chemistry, added cyanuric acid to the pool, turned the chlorinator up to 100% production and said the chlorinator was working fine. Between mid-July to September I checked pool chemistry numerous times and found no chlorine at any time. I have resorted to shocking the pool to add chlorine. Today I had the water tested by Leslie and except for a slightly elevated Alkalinity (150ppm) there is 0 chlorine.
