Review content:
After a fail at *Ndulge a friend told me about Sugar On Top and I am happy they did. Baked fresh every day for their customers and the staff was so friendly. I chatted with the owner for awhile, she's an amazing person. I was glad to hear that if they have any cupcakes left over they give them free the next day (with a mention that they were yesterday's cupcakes of course) or to the homeless guy in State College. They had so many flavors to choose from but I went with the Apple Cheddar Pie because it sounded interesting. I was not expecting amazing, but that;'s what I got. I'm really glad I found this place. If you've been looking but haven't been able to find it, it is underneath Rita's Ice.
