So my buddy leaves his cellphone in the cab. The cab driver holds it ransom for $100. We call the manager and she says he's entitled to do that....Bold statement on behalf of your company. I have a video of the entire thing so I can't wait for a yellowcab employee to respond here.
Unfortunately I have no better recommendation, as with most cabs in Santa Monica/LA area I have noticed a consistent effort of these guys trying to scam you out of a few bucks. Either they'll rig the meter or give you incorrect change. It's too bad most people don't even count the change or when they finally do it's too late because the driver already drove off.
