If it's a hot summer day and I'm really jonesin' for a cold micro-brew on a patio in the sun and maybe some pesto pizza - I'm going to Harper's for sure. But I KNOW that when I go I will have to pay cover to get in (even during family dinner time) and I will have to wait and wait and wait to get mediocre service. I might only get one beer on a busy day because no one will come back to my table to serve me. I'd say avoid Wednesday during their ""Everything Half Off"" night, but then you'd never get to have their expensive food at half the price. Go if you have to, avoid it if you don't.
Pros: Pretty good food and beer, patio
Cons: Terrible service
