Try the Phulori--It's only $1. These crispy little dumplings are addictive. So are the various rotis on offer. Penny makes everything herself, even the delicious thin pastry used to wrap the ingredients in each roti. Her jerk chicken and fried plantains are the best I've had in the Bay Area. I'm eager to return to try other modestly priced entrees such as the red snapper, fried chicken and the crab and callaloo. For those who like spicy food, Penny makes her own unbelievably hot habanero sauce. The location could be better: the intersection of Sacramento and Oregon in Berkeley. The small seating area is cozy with lively caribbean decor. Penny's is an excellent source of take-out. Finally, don't miss the Sorrel, a homemade drink made with hibiscus that tastes like ambrosia.
