My dad brought a Corrola new in 2007 from Universal Toyota San Antonio TX. I was there when he brought the car and he also brought the tire warranty. Before he brought the tire warranty from the dealer they told us that if the tire is worn bring it in and we will replace it at no charge. I ask them about dry rotted and they said yes even dry rotted as long it is normal wear. Over all it was only $300 added and my dad and I thought it was a good deal.
