Frank did my floors 9 years ago and did an excellent job, so I hired him again to do the floors in my new house. He did an excellent job on the floors (sanding and finishing) this time as well, but that's where the positive review ends. Because I used him in the past, I trusted him. Big Mistake! The original estimate was for doing the wood floors, stairs, removing carpet, and installing pull down attic stairs, which I would provide. He quoted a price that was fair, and in line with two other estimates that I had gotten. I asked if he could do better and he came down about 10%. I was happy. He finished the job, but we couldn't find a place to put the attic stairs because the central air unit was in the way. I told him I would get back to him when we figured out where we could put them. Ultimately, we determined that there was no acceptable alternate location to install the stairs. When I called Frank back recently to let him know we decided do scrap the attic stairs project, I asked him if he could give us a credit toward other work we may want to have done. He said that we never paid to have the stairs installed. I tried to remind him of the conversation, but he just kept insisting it wasn't so, and that we only paid for the floors, and that the attic stairs were not included. If there was an written estimate, I can no longer find it, so I'm screwed. In hindsight, I should have held back some cash, but I trusted him and never imagined he would pull something like this. Owner is a liar and a cheat.
