I had a full break job performed on my 2001 Mercury Mountaineer. I had no steering problems before the brake job, but when I went to drive the car home, I noticed a vibration in the steering, which had not been there before. The next day I called the front desk and asked the question: could the brake overhaul affect the steering. The service technician said no, and then proceeded to tell me that I would need a rack and pinion replacement. We scheduled an appointment to get that replaced, but within one day the vibration has gone away. I will call back and cancel the appointment (for now), and just keep an eye on it. This is weird, and yet from my perspective the brake overhaul seemed to have affected the steering mechanism, temporarily. And the brakes work fine.
