I was riding with Star Cabs daily for more than 8 months and never had any major problems. The good thing about them is they are on-time most of the days and even If they are struck in traffic or rough weather you will get regular updates from them. I like their professional approach and their dedication in work. The rates are nominal as well and most of the drivers are friendly . You can visit them @ www.starcabrichmond.com
