I've played Willow Creek probably 6 times now. It is an above average course; much better than a typical park district course but certainly not a championship calibur quality. It's probably a little over priced; around 50 dollars for 18 holes with a cart. Range balls are extra. This course probably should be closer to 40 dollars with free range balls, but it's still a nice place to play. There are some challenging holes...especially on the back 9. The fairways are fairly wide and spaced far enough apart that it's uncommon to see a stray ball in your area.
The condition of the course is always very good. Greens, fairways and tee boxes are always in excellent shape. The people who work there are always very friendly and helpful and most everyone that plays there plays at the proper pace. It just isn't an overly challenging or scenic course. It's an okay place to play and a good place to get in some practice for the more challenging courses.
