Excessive Wachovia Overdraft - OverDraft Fee

I have a checking account with Wachovia Bank, and use a debit card to charge purchases. Last year in June, my account was charged $88 overdraft protection for 4 purchases (biggest being $9). I called the back at the time, and requested that overdraft not be allowed on my account. I was told that it would ensure that my account does not go in overdraft.
On 11/12 Feb, my account was again charged $175 overdraft fee.
The balance on the account on the 12th Feb (without making any deposits) was $178.78 overdrawn, out of which $175 was overdraft fee for 5 transactions. I complained to the bank that firstly, I opted out of the overdraft - so the transactions should have been denied. And secondly, no matter how they calculate the overdraft fee, charging $175 for a $3.78 overdraft makes no sense.
The bank said there are no opt out instructions on the account, and offered to refund $35 of the overdraft fee.
