The low cost program is sponsored by TCAP, a large nonprofit. This program sterilizes about 25,000 animals per year and works with most area shelters and rescue groups. TCAP uses all licensed vets. TCAP was named HSUS 2007 Innovations Award, which chose the most innovative approach to animal control in the nation.

Cons: Due to thie high volume of animals serviced, the program does not offer full service care.
