Born and raised in Midland, Texas, Cecily graduated from Southern Methodist University in 1983 and obtained her law degree from SMU in 1986. A former partner in the Dallas litigation firm of Fanning, Harper and Martinson, Cecily has practiced family law since her return to Midland in 2007. She also serves as a legal advocate defending the rights of victims of domestic violence at Safe Place of the Permian Basin and represents parents and children in CPS litigation.
