I know a lot of people who love Ross Dress for Less. The concept is actually pretty smart. Take first-quality, high-end clothes that's being removed from the racks of high-end stores, combine it with second-quality items from manufacturers, and it all together in one, large, store.
The downside? Shopping at Ross is very hit-and-miss. Some days, you'll find a huge selection that makes it like shopping at Macy's, except everything is half price. On others, you'll find just one purple and green shirt with one long sleeve and one short sleeve (can you say "irregular?").
If you don't mind the variability (and I understand that's kind of why people like shopping at Ross), every visit is like a treasure hunt. Otherwise, you may feel like you're on a wild goose chase.
