Normandie Farm is a country French restaurant that has been around for about 50 years. They off and on have tea, but they are mostly known for their excellent and affordable brunch. Their specialty are really amazing popovers, and they also have some cuts of meat, nice salads, good breads and a made to order omelet bar. Their desserts include English trifle, chocolate mousse, flan and some cakes. It is really affordable for the quality of the food (about $25 a person) and I try to go whenever I'm in town.
