I absolutely agree with Somari's review where he/she writes about VERY QUESTIONABLE BUSINESS PRACTICES of the owners and his/her terrible experience with the eye to eye store. I will paste that other review below after mine. Please read it too.
Unfortunately, there is no zero star for rating that I would choose either.
Now, I have not bought glasses from this place, however, I had an experience with the owner Boris Chernoff, his wife and their daughter.
These people had a Rehab business (which failed), where I used to be employed.
After I left, I discovered that a couple of checks written to me for my services, by accident were not cashed. I contacted Chernoff and his wife and asked to renew my checks so I could cash them.
You see, The law states that in case of uncashed checks, the company is required to 1) Inform the person about the uncashed check within a certain amount of time, 2) Send the uncashed check to the government as an unclaimed property so that the check could be recovered later by the person who it belongs to, as this check is a private property of that person whom it was written to.
Chernoffs DID NONE OF THOSE THINGS!! THEY KEPT MY MONEY ( around $1,900) and refused to answer my phone calls, hoping I will go away. They STOLE MY MONEY I WORKED HARD FOR.
Then they claimed to the Government on their tax return my payroll check as their business expense, when in reality there was no expense made as my payroll check was never paid out to me! This is a TAX FRAUD!!!
These people seem to be willing to go to any extent to make a buck. They have NO INTEGRITY
Please don't trust their sweet talking, they will not do the right thing when it is called for, as I""ve learned.
As for the glasses/frames business eye to eye: people who know Chernoffs (come from the same country) say that Chernoffs buy the glasses they sell you in China and not anywhere else, as they claim. Look like CROOKS to me!
Now, below I will paste a review written by the former customer Somari on another website.PLEASE READ:

STAY AWAY FROM EYE TO EYE LIKE THE BUBONIC PLAQUE
Their business practices are very questionable. Recently, I ordered a pair of prescription glasses. I paid for the purchase in cash ($400 plus). I was told I did not need a receipt but fortunately, I did not leave the store until they provided one for me. When I went to pick up my prescription glasses the lenses were in a different frame than the frame that I had ordered. I insisted that Eye to Eye made an error and they disagreed. I refused to take delivery of the glasses and requested the frames that I had ordered. Eye to Eye told me that since it was buyerâ??s remorse and because the lenses were already created for the frames that I allegedly ordered I would need to eat the cost of the lenses. I tried to explain that they made an error. When I placed the order, I took a photo of myself on my phone wearing the frame I picked out to show a friend of mine. Even after I showed the sales person the photo, Eye to Eye did not want to return my money. Since they were out of stock of the frame I ordered and could not reorder the frame they wanted me to pick out another frame. This was not acceptable. I spent a considerable amount of time picking out my frame, they made an error, and then they wanted me to pay for their error. I was incensed at how they had treated me. Therefore, I demanded all of my money back. Again, they balked, so I threatened to contact the police if they did not comply with my request. Only then did they return all of money. Dealing with Comcast Cable's Customer Service was a dream compared to dealing with Eye to Eye and most people in Baltimore who utilize Cable TV would readily admit that they would rather get a tooth pulled then deal with Comcastâ??s Customer Service.
