I believe I've heard mixed reviews on the old City Auto School which also used to be Boston Driving School in person and on city search. My instructor was Peter who was really chill and considerate. He did talk on the phone a few times (probably the kids). At first I thought it was kinda rude but later I realized that the driver isn't in a soundproofed cubicle so the little distractions got me used to driving with noise in my surroundings. After a few lessons, Peter told me that there were problems behind the management cheating instructors of their money so the school broke off a few times and they're just getting back up on their feet again. I'm not sure about other instructors because I specifically requested Peter (recommended by a friend), but if I were you and wanted quality instruction for an affordable price, make sure you've made a few appointments with him! I've already recommended him to a few friends, he's funny and at the same time serious about working toward your road test, and they loved him!
Also, I think the instructors' first language is Chinese, but I understood everything that was taught to me. I guess if you spoke Chinese, you have a wider variety of instructors to choose from. This didn't really bother me at all. The main points were driven across (haha pun) and that was all I needed.
