I've been a fan of Cesar for quite some time, since my days as a student at UC Berkeley. Eating at Cesar was, and still is, a special treat. The tapas are superb. In the many times I have eaten there, there is maybe one dish I didn't enjoy. You can't go there without having the salt cod. My mouth is salivating for it as I type this. Also, the wine and liquor list is absolutely amazing. True, the service can be a bit spotty at times, but what can you expect for a tiny restaurant that sometimes has 20+ people waiting to munch on the delicious tapas? Just be patient, it's worth it.
