I live on a block of rowhouses that shares a rear alley with businesses. The alley is used by residents & employees for parking; the businesses also house their trash containers there. Allied Waste (AW) is the garbage company used by 2 businesses on our block. \r
Several times per week, AW trucks back down the alley at 4:30 AM with their back-up sensors beeping to empty a dumpster & some trash cans. Residents of our row are repeatedly awakened by the noise & have contacted the company to request a later collection time. However, we have been told that the businesses using AW must call in and provide their account number; AW will not take any action based on complaints by others. \r
After the businesses call, AW will arrive later for a few days but then return to the 4:30AM time. I have personally spoken with the collectors when awakened by them at 4:30. They are aware of the complaints but continue to collect at that time because they ?have to be out of the city before traffic starts.' Despite their verbal agreement to pull down the alley head first to minimize the noise, they have continued to back down the alley (the backup beepers sound very loud at 4:30AM & wake me despite now using ear plugs when I sleep!). AW apparently has not sanctioned changing the pickup time to a more reasonable hour & has remained unresponsive to our pleas for relief.\r
In their company highlights, AW describes their ??commitment to integrity & high ethical standards in conducting our business. As a public company? we have and continue to comply with applicable governmental laws, rules & regulation.? Interesting, I was under the impression that Philadelphia has had Noise & Excessive Vibration Regulations promulgated pursuant to the Philadelphia Code, Chapter 10-400 Noise & Excessive Vibration, Section 10-406 since 1982 stating ?Ash, trash, or garbage collection which creates noise in residential sites shall be prohibited between 9 P.M. & 7 A.M..? \r
Integrity?? Compliance??\r
